How To Start/create An Online Bank Offshore? (aruba, Belize, Etc.) Vc Group Looks To Create Another “neteller”

VC Group is interested in starting an offshore “Internet Bank” outside the USA -
We’ve located bank-friendly countries we can do business in – but locating SSL turnkey software (we’ve located some… but is not 100%), as well as “what” exactly needs to be done “legally” – well – that information is nowhere to be found?!
